Throughout the presidential campaign, former President Donald Trump has attempted to maintain a degree of separation from Project 2025, a conservative roadmap for a potential second term. Whether elements of this plan would become reality if Trump wins in 2024 remains a subject of debate. However, Trump has articulated a separate, equally ambitious government reform vision that includes significant roles for Robert F. Kennedy Jr. and Elon Musk.
Trump envisions RFK Jr. reimagining the health and safety system, granting him freedom to overhaul areas like food and medicine. RFK Jr.'s Role in Health Reform
Trump has proposed giving Kennedy broad authority over public health initiatives. In recent campaign appearances, Trump indicated he would "let him go wild" on food safety and pharmaceutical regulation. Kennedy, through his "Make America Healthy Again" initiative, advocates for priorities such as regenerative agriculture and eliminating toxins. However, his controversial stances on vaccines and public health have raised eyebrows. Kennedy has likened vaccine mandates to totalitarian regimes, and his record includes debunked theories, such as claims about chemicals influencing sexual orientation.
Kennedy has also suggested that, if Trump wins, he would gain control over key health agencies, including the CDC, FDA, NIH, and the USDA. According to CNN, Trump’s transition team co-chair, Howard Lutnick, stated that Kennedy would not lead HHS but could access vaccine data to evaluate safety. Lutnick has expressed skepticism toward vaccines, a perspective shared by both Trump and Kennedy.
Elon Musk's Vision to "Start from Scratch"
Trump has proposed a role for Musk involving large-scale federal downsizing. Musk’s expansive business interests, particularly with SpaceX and Starlink, could present potential conflicts of interest. Musk has hinted that his government role would focus on cutting government spending, with ambitions to reduce costs by up to $2 trillion, a figure economists like former Treasury Secretary Larry Summers dispute as unrealistic given the size of federal payroll expenses.
Though Musk’s plans include using technology to streamline government, Summers argues that achieving significant savings without impacting Social Security and Medicare would be challenging. Musk has promised "gentle" measures, such as severance packages, while proposing assessments that could lead to layoffs for perceived inefficiencies.
Healthcare Reform Without Obamacare
House Speaker Mike Johnson, a key Trump ally, has signaled that if Republicans win, a "massive" overhaul of the Affordable Care Act (ACA) could follow. At a campaign event, Johnson confirmed that Republicans aim to reform the health care system, potentially moving away from Obamacare, though specifics remain scarce.
Challenges of Implementing Radical Change
Despite these grand proposals, implementing such drastic changes remains difficult. Any attempt to dismantle the ACA could be blocked by a Senate minority. While Trump may seek to reclassify federal employees to facilitate workforce restructuring, achieving a "start from scratch" scenario would likely require congressional support. The lack of a detailed plan, unlike Project 2025, also limits clarity on how Trump’s proposed changes would unfold if he wins in 2024.
